The Boy Scouts of America, Laurel Highlands Council The Boy Scouts of America, Laurel Highlands Council was created through the consolidation of the former Greater Pittsburgh Council, Potomac Council, and the Penn's Woods Council. It serves more than 17,000 youth in over 500 units, making it one of the largest councils in the nation. The council is charged with both promoting and carrying out all types of Scouting programs in its tri-state territory.
